O Planeta Terra com um Sistema Terrestre num estado que não seja capaz de sustentar o desenvolvimento humano, não serve como nossa "Casa Comum". Todos os planetas possuem território, maior ou menor do que a Terra. O que os outros planetas não possuem é um sistema funcional capaz de suportar vida. Neste sentido, a nossa Casa Comum é uma composição favorável dos ciclos biogeofísicos globais a que corresponde um padrão de funcionamento favorável do Sistema Terrestre, que deve ser mantido dentro dos chamados “Limites do Planeta”, que correspondem ao suporte da vida, do desenvolvimento e da saúde humana.
Só através de um enquadramento legal em que os benefícios realizados no bem comum Sistema Terrestre se possam tornar economicamente visíveis, é possível mudar o paradigma económico que esteve na base da destruição do clima estável (Sistema Terrestre em bom funcionamento).
 
Qualquer atividade humana requer o estabelecimento de um quadro jurídico que permita o seu desenvolvimento. A prossecução dos desafios societais previstos nas linhas de atuação 5 - Ação Climática, Ambiente, Eficiência de Recursos e Matérias-Primas, estão também estruturalmente conectados e dependentes da criação de um quadro jurídico favorável, e de um posterior sistema de contabilidade ambiental, pois muitos (se não todos) os custos ambientais permanecem, ainda hoje, economicamente não contabilizados (externalidades).
 
Neste plano, é hoje possível definir cientificamente os processos-chave que sustentam e determinam o funcionamento do Sistema Terrestre, bem como os limites de degradação para cada um desses processos - os limites do planeta (Planetary Boundaries). Esta medição quantitativa do estado biogeofísico favorável que corresponde a um Sistema Terrestre num bom estado de funcionamento – foi definido pela ciência como o Espaço de Operação Segura para a Humanidade (Safe Operating Space). Isto significa que hoje dispomos da informação científica necessária para identificar e definir o bem comum fundamental (este espaço de segurança, que se traduz num determinado padrão de funcionamento - o software que corresponde a um bom funcionamento do Sistema Terrestre) que, em última análise, suporta a nossa sociedade e toda a vida, como a conhecemos.
 
Este projeto visa a apresentação das linhas metras e contributos para o desenvolvimento de um  EARTH SYSTEM ACCOUNTING FRAMEWORK, ESAF, um sistema contabilístico global estruturado e desenvolvido de acordo com três componentes;
- Desenvolvimento dos princípios essenciais norteadores de todo o sistema;
- Diretrizes para uma transição pacífica que considere o atual nível de pressão existente e que, desse modo, preveja os mecanismos de transição em direção à quota destino que corresponde ao Espaço de Operação Seguro da Humanidade;
- Diretrizes para a gestão conjunta tendo em conta os diferentes estádios dos limites planetários, classificando-os de acordo com o seu estado de maior ou de menor depreciação.
 
Desde logo, a transferência e a valorização do conhecimento gerado nestas componentes são transversais a todo o projeto. Serão desenvolvidas e apresentadas as evidências científicas e económicas necessárias para promover e apoiar o desenvolvimento e a implementação de um novo sistema de contabilidade relativo aos impactos do Sistema Terrestre.
 
O ESAF tem como projeto pioneiro de implementação o projeto designado por “Pegada Ecológica dos Municípios Portugueses”, que testa em contexto real o balanço entre os impactos positivos e negativos realizados no sistema terrestre global, ao nível dos municípios. Esta informação deverá servir de base para a construção de novas políticas locais conjugadas no contexto nacional, que permitam introduzir, tanto nos processos de decisão, como na própria economia, a verdadeira criação de riqueza que os serviços ambientais constituem para as sociedades humanas.

As crises climática, de biodiversidade e sanitária estão profundamente interligadas, colocando em causa não propriamente "salvar o planeta", mas antes assegurar a manutenção de um estado de funcionamento favorável do Sistema Terrestre para a humanidade e para todas as espécies que partilham as mesmas necessidades ecológicas. Assim, o Planeta Terra com o Sistema Terrestre num estado que não seja capaz de sustentar o desenvolvimento humano, não serve como nossa "Casa Comum". Na verdade, o nosso planeta não é apenas uma área geográfica,  mas sim um planeta equipado com um  sistema único, intrinsecamente acoplado ao planeta físico, capaz de sustentar civilizações humanas avançadas. A primeira teoria que tenta explicar o planeta Terra, como um único sistema funcionalmente interdependente, foi apresentada por James Lovelock em 1969, afirmando que é a biosfera da Terra que gera, mantém e regula as condições para a sua própria sobrevivência, ao contrário do que as teorias tradicionais sugeriam. Assim, Lovelock deu ao Sistema Terrestre o nome de GAIA. Na mitologia grega, GAIA é a segunda divindade primordial, nascida após Caos,  e uma das primeiras habitantes do Olimpo. Por conseguinte, Gaia deu origem a Urano, o Céu. Urano (Céu) e Gaia (Terra) deram origem a inúmeras outras divindades, para além dos oceanos, montanhas, plantas e a vida. Foi deste modo que GAIA se tornou um conceito universal que, a par do Sistema Terrestre, atravessa todas as fronteiras.
 
Bem visível no cimo do morro, a montante do Mosteiro da Serra do Pilar em Vila Nova de Gaia, no Instituto Geofísico da Universidade do Porto, encontra-se a sede da Casa Comum da Humanidade (CCH).  Constituída em setembro de 2018, a CCH é uma associação, sem fins lucrativos, resultado de um projeto desenvolvido no Centro de Investigação Jurídico Económica da Universidade do Porto, em parceria com a Faculdade de Ciências, com diversos parceiros académicos e da sociedade civil de todo o Mundo. A missão da CCH visa desenvolver a construção de um novo conceito jurídico global baseado nos novos conhecimentos científicos sobre o funcionamento do Sistema Terrestre. Que permita a construção de um modelo de governança global mais justa, equitativa e que seja capaz de assegurar o restauro e a manutenção permanentes de um clima estável. Para alcançar esta missão global,  a CHH propõe a prossecução de dois objetivos estratégicos: 
a) O reconhecimento jurídico do padrão de funcionamento do Sistema Terrestre correspondente a um clima estável, representado através do "Espaço de Operação Segura para a Humanidade", como um novo objeto jurídico de direito internacional. Para o efeito, a CCH trabalha na produção do conhecimento necessário ao reconhecimento jurídico do estado favorável do Sistema Terrestre. Tendo como referência o período após a última glaciação - o período geológico do Holoceno - como um património comum intangível  da humanidade; 
b) Promover e apoiar a implementação de um novo sistema de contabilidade dos impactos sobre o Sistema Terrestre, com vista a criar as condições necessárias para tornar visível na economia o trabalho da natureza – nomeadamente as alterações químicas produzidas pelos ecossistemas na atmosfera, e que estão na base, tanto do surgimento de um clima estável, bem como do seu possível restauro a futura manutenção.
GAIA tem também esta missão. Porque todos somos parte da GAIA global, e é em Gaia que estamos.

Planet Earth with an Earth System in a state that is not capable of sustaining human development does not serve us as our "Common Home". All planets have territory, larger or smaller than Earth. What other planets do not have is a functional system capable of supporting life. 


In this sense, our Common Home is a favourable composition of the global biogeophysical cycles that correspond to a favourable functioning pattern of the Earth System, which must be maintained within the so-called "Planetary Limits", corresponding to life support, development and human health.


Only through a legal framework in which the benefits achieved in the common good of the Earth System can be made economically visible, it is possible to change the economic paradigm that was the basis of the destruction of climate stability (well-functioning Earth System).


Any human activity requires the setting of a legal framework to enable its development. The pursuit of the societal challenges envisaged in lines of action 5 - Climate Action, Environment, Resource Efficiency and Raw Materials are also structurally connected and dependent on the creation of a favourable legal framework and a subsequent environmental accounting system, as many (if not all) environmental costs, even today, remain economically unaccounted for (externalities).


At this level, it is now possible to scientifically define the key processes that sustain and determine the functioning of the Earth System, as well as the limits of degradation for each of these processes - the Planetary Boundaries. This quantitative measurement of the favourable biogeophysical state - which corresponds to an Earth System working properly - has been defined by science as the Safe Operating Space for Humanity. This means that today we have the necessary scientific information to identify and define the fundamental common good (this security space, which translates into a certain standard of functioning - the software that corresponds to a good-functioning Earth System) that supports our society and all life as we know it.


This project aims at presenting the guidelines and contributions to the development of an EARTH SYSTEM ACCOUNTING FRAMEWORK, ESAF, a global accounting system structured and developed according to three components:
- Development of the essential principles guiding the whole system;
- Guidelines for a peaceful transition that considers the current level of existing pressure and thus predicting the transition mechanisms towards the target quota that corresponds to Humanity's Safe Operating Space;
- Guidelines for a joint management considering the distinct stages of planetary boundaries, classifying them according to their state of greater or lesser depreciation.
The knowledge transfer and its valorization, generated in these components, are transversal to the whole project. The scientific and economic evidence necessary to promote and support the development and implementation of a new accounting system for Earth System impacts will be developed and presented.


ESAF has as a pioneer implementation project called "Ecological Footprint of Portuguese Municipalities", which evaluates in real context the balance between positive and negative impacts made on the global terrestrial system at the level of municipalities. This information should serve as a basis for the construction of new local policies combined in the national context which allow the real wealth creation that environmental services constitute for human societies to be introduced both in decision-making processes and in the economy itself.


The climate, biodiversity and health crises are deeply interconnected and the issue is not so much to "save the planet" but to ensure the maintenance of a favourable functioning state of the Earth System for humanity and for all species sharing the same ecological needs. Thus, Planet Earth with Earth System, in a state that is not capable of sustaining human development, does not serve as our "Common Home". 
Indeed, our planet is not just a geographical area, but a planet equipped with a unique system, intrinsically coupled with the physical planet, capable of sustaining advanced human civilizations. The first theory that attempts to explain planet Earth as a single functionally interdependent system was presented by James Lovelock in 1969, stating that it is the Earth's biosphere that generates, maintains and regulates the conditions for its own survival, contrary to what traditional theories have suggested. Thus, Lovelock gave the Earth System the name GAIA. In Greek mythology, GAIA is the second primordial deity, born after Chaos, and one of the first inhabitants of Olympus. Therefore, Gaia gave birth to Uranus, the Sky. Uranus (Heaven) and Gaia (Earth) gave birth to countless other deities, besides oceans, mountains, plants and life. This is how GAIA became a universal concept that, together with the Earth System, crosses all borders.


Quite visible at the top of the hill, upstream from the Serra do Pilar Monastery in Vila Nova de Gaia at the Geophysical Institute of the University of Porto, one finds the headquarters of the Common House of Humanity (CCH).  CCH, constituted in September 2018, is a non-profit association, the result of a project developed at the Centre for Legal and Economic Research of the University of Porto in partnership with the Faculty of Science, with various academic and civil society partners from around the world. The mission of CCH aims to develop the construction of a new global legal concept based on the new scientific knowledge about the functioning of the Earth System. It will allow the construction of a model of global governance that is more just, equitable and that is able to ensure the permanent restoration and maintenance of a stable climate. To achieve this global mission, the CHH proposes the pursuit of two strategic objectives:

a) The legal recognition of the functioning pattern of the Earth System corresponding to a stable climate, represented through the "Human Safe Operating Space", as a new legal object of international law. To this end, the CCH works on the production of the knowledge necessary for the legal recognition of the favourable state of the Earth System. Having as a milestone the period after the last glaciation - the geological period of the Holocene - as an intangible common heritage of humanity;
b) To promote and to support the implementation of a new system of accounting for impacts on the Earth System, in order to create the necessary conditions to make nature's work - namely the chemical changes produced by ecosystems in the atmosphere, and which are the basis for the emergence of a stable climate and for its possible restoration and future maintenance - visible in the economy.
GAIA also has this mission. It is so because we are all part of the global GAIA, and it is in Gaia that we are.
