Os Ministros do Ambiente da Comunidade dos Países de Língua Portuguesa (CPLP), ou seus
representantes, reuniram no passado dia 28 de Abril de 2023, na cidade de Lubango, na
Província da Huíla, em Angola, por ocasião da sua IX Reunião Ordinária, com o objetivo de
abordar o tema: “Emergência Ambiental no Contexto Actual de Múltiplas Crises”.
O CEO Paulo Magalhães participou nesta reunião a convite do Secretariado-Executivo da CPLP, apresentando a proposta de reconhecimento do clima estável como Património Comum da Humanidade, ideia que Portugal, na sua Lei de Bases do Clima, consagra já como objetivo de política externa no quadro da diplomacia climática.
No final deste encontro, foi aprovada a Declaração do Lubango, que inclui no seu ponto 13. “(…) a possibilidade de acolher as diferentes perceções dos Estados-Membros e dos seus parceiros num debate sobre o tema “Clima Estável como Património Comum da Humanidade”. Um passo estrutural para a abertura de uma discussão fundamental
acerca do nosso futuro comum: o Estatuto Jurídico do Clima.
CHH in the 9th Meeting of CPLP Environment Ministers in Lubango, Angola
The Ministers of Environment of the Community of Portuguese Speaking Countries (CPLP), or their representatives, met last April 28th , 2023, in the city of Lubango, Huila Province, Angola, on the occasion of their 9th Ordinary Meeting, with the objective of addressing the theme: "Environmental Emergency in the Current Context of Multiple Crises".
CHH´ CEO Paulo Magalhães participated in this meeting at the invitation of the CPLP Executive Secretariat, presenting the proposal for the recognition of stable climate as a Common Heritage of Humankind, an idea that Portugal, in its Basic Climate Law, already includes as a foreign policy goal in the framework of climate diplomacy.
At the end of this meeting, the Lubango Declaration was approved, which includes in its point 13. "(...) the possibility of welcoming the different perceptions of the Member States and their partners in a debate on the theme "Stable Climate as a Common Heritage of Humankind". A structural step towards opening a fundamental discussion about our common future: the Legal Status of Climate.
